The 1995-P Proof American Silver Eagle appeared from the United States Mint as the tenth annual release in the series. It was struck as the standard Proof Silver Eagle for the year but was joined in 1995 by the 1995-W Proof American Silver Eagle issued by the US Mint exclusively as part of a special 10th Anniversary American Eagle Set.
This special 10th Anniversary American Eagle Set contained four different sized American Gold Eagles and the 1995-W Proof Silver Eagle. Mintage of the set was just 30,125 making the special strike the key date of the Silver Eagle series.
Both the 1995-W and the 1995-P featured the same specifications and designs as previous annual releases (as well as the same specifications used by the series today). This includes a composition of one ounce of .999 fine silver with a diameter of 40.60mm.
Designs for the series has also remained constant since the introduction in 1986. When Congress authorized the related bullion Silver Eagles it required an obverse "symbolic of Liberty" and a reverse showcasing an eagle. Those requirements were met and the same designs are still being used today.
Shown on the obverse of the Silver Eagles is an image of "Walking Liberty" as originally designed by John Flanagan for the 1916-1947 half dollar coin. The design is a favorite of collectors with many believing it to be one of the most beautiful ever struck on an American coin. The reverse shows US Mint engraver John Mercanti’s heraldic Eagle with shield.
As indicated by the 1995-P, production of the coin was completed by the US Mint’s facility in Philadelphia with the appropriate ‘P’ mintmark shown on the reverse. The related 1995-W was struck at the US Mint’s facility in West Point and shows a ‘W’ mintmark.

For comparison, the bullion Silver Eagles had a 1995 year-dated mintage of 4,672,051. The average London Fix for Silver for the year was $5.20 an ounce.
